Okay, we have a ban and permaban, we have mute.. those are all things the user is very knowledgeable about having, hence, somewhat ineffective. most people end up making a new account and continuing the offense in some way or another..

Here is my suggestion.. we make a type of purgatory.. where the person seems like they can interact all they want... BUT nothing they do or say goes anywhere.. silently. so, a repeat offender can be perma-muted without being told.. their private messages wont get delivered, there mesages on the site dont get delivered. but they all show up to themselves just like normal..

can even do forum posts the same, they see their own and everyone elses, but noone else sees them..

understand? it'd be a silent and deadly way to deal with obnoxious people..
