Temporairly, but the side effects are:
1) you gotta keep taking them to keep seeing the effects (like Rogaine for your hair)
2) your body won't use most of it and you'll piss it out, it will get into the local municipal water system and then sooner or later everybody in town has a freaking hard-on for your woman! Definitely uncool.

If you're looking for serious gains that are more permament, tell your man to look into jelqing.

Don't think so. I always think the same about these kind of pseudo-medications... Pharmaceutical industry is one of the strongest in the world, with huge companies there. If it worked... why didn't they buy the patent and making big money out of it. 2 options:

1) Doesn't work
2) It's not safe
